Is this fair? Is it entrapment? What do you think?

Cpl. Mark Taylor of the Royal Canadian Mounted Police (RCMP) made a cardboard sign and posed as a panhandler at a busy intersection in Canada. He would peer into the windows of cars, looking for people who were using their cellphones and not wearing their seatbelts (both illegal), and then radio his colleagues around the corner and tell them which cars to pull over.
