Roy Webb is the superintendent of Quincy Public Schools in Quincy, IL. Quincy is on the west side of the state, almost bordering Missouri.

We've all seen this bit done on Jimmy Kimmel and celebrities, but does it translate when a normal guy does it?

I was expecting this to be a little more mundane and not so, well, mean. I stand corrected. Every school district in the country should do this - breaks up the tension a little bit. Kudos, Mr. Webb. Not all heroes wear capes.
