Neighborhood Mad at a Couple of Girl Scouts

A couple of Girl Scouts trying to sell cookies have upset people in their neighborhood. They violated a home occupancy code which says they can't sell cookies in front of their house. A neighbor got mad so she complained to city council. I agree with the girls' mother, who says the cookie stand is a learning opportunity for them. Doesn't this neighbor have anything better to do then complain about Girl Scouts?
