Study Before The Wrecking Ball?

Bought and paid for by the Flint taxpayers, it's a 19 story elephant in the middle of downtown. The city is putting together a plan to hire a management company to comb the building inside and out, assess its structure and inventory the equipment inside.  The building evaluation will be essential as the city determines whether to sell it or bring in the wrecking ball.
