As a dog owner it's hard not to say your dog is the cutest dog in the whole world. It takes quite a person to admit that their dog is ugly. But, each year there is a winner and that award goes to Mugly. An 8-year-old hairless Chinese Crested named Mugly has been crowned the World’s Ugliest Dog for the second time.
