We've all seen it while driving down the highway. A dog in the lap of the driver looking out the window at you as you pass by.  A new bill in Rhode Island and a duplicate one in Michigan could put an end to the practice.

In Rhode Island if a driver is caught with a dog in their lap they would be fined $85 and repeat offenders would be fined up to $125. Do you think it's about time a bill like this is passed?
