State employees have to be drug tested before they're hired. So should elected officials be tested before they take office?  A local government official says the answer is yes.

Flint City Councilman Sheldon Neely is proposing all elected or appointed officials should be tested annually. Neely says that an enforcement policy would need to be worked out.
