An Ohio man has been fined just $25 for leaving his German Shepard, severely under-nourished and flea infested, chained to a tree for four years.

It's one of the worst examples of abuse that the Shepard's rescuers have ever seen.

When asked about his dog's condition, Jeremy Temple justified the poor treatment by saying "the dog is not a human."

The rescued dog has been given the biblical name Joseph and is being cared for by the non-profit group PAWS Adoption Center. Regular updates are posted on a Facebook page, created just for him.
