The roller-coaster that is known as the "emergency manager" is still rolling in Flint. The Court of Appeals on Monday reinstated emergency manager Michael Brown in the on-again, off-again comedy of who is in charge of Flint. The ruling means that Mayor Dayne Walling and the nine-member City Council immediately lost all authority to run the city ...again!Brown was reported as saying that he is prepared to pick up where he left off in running the city. A decision on the state's appeal could take up to another three weeks, with numerous appeals that could drag it out longer. Governor Snyder awaits the courts ruling.
